Complete quest 14, korra mental event 4, asami blossom event 3, read both letter you received. Then click the watch icon to go to the evening scene. Then you will be able to heal kuvira in healhouse

and i have completed the chapter 16 but cant do the chakra lesons :(

and when can i marry kuvira i went to the airtemple but she is not there
