I found an odd way on windows for resizing the window which seems to be permanent. I reduced my resolution on my laptop, then opened HQCC and pressed Alt+Enter. This showed the title bar. While keeping the app opened, and increased my resolution to its normal setting and the window size remained the size of the previous resolution. I stopped and started it multiple times and it remains as a smaller window.
