The shrine is meant to be exclusive to Dondoran. However I do agree that Tramontine is probably too powerful, I have adjusted its price, regen, and tradeoff.
It's tricky to test the perk system extensively, so I appreciate player input.
I think it should be 1500 and probably at the buttom as it cost the most.
