You can't, it's a story step for the next main chapter (got done with the story step yesterday, actually),

At the moment, there are only two that are given by hybrids, Kate's Haunted Mansion and Iono's Streaming Empire
If you mean the quests that let you capture hybrids, here is the closet we have
