No, you can unlock 3 skills for Valya and Anneli.Follow the Hints on the Meditatation and Bar

If you follow the quests and Hints, then the locks unlock.
yeah seems the game is bugged for me because i completed all quests and still locked . i even redownloded the game and same prob .
i tried to replay from the start but now after the intro it shows a black screen with testing page i guess
