I think it's exclusive to Milky Mode (and in Chaos and Ultra modes)(I'm not sure about the other modes like Normal and Hard)(Even if it exists in the easier modes, I remember the lower flux of cash makes it harder)
How does one activate Milky Mode?
wrt Milky mode: it's a modifier when you select your difficulty
wrt Milk Wave: yeah, you're most likely going to achieve that in Sandbox
