No, unfortunately we can't make Stukov optional; it's impossible from a narrative standpoint. He acts as a link between Sarah and the swarm, and removing him would leave a gap.
Stukov plays an important role in the first and second chapters, which is why making him an optional character is not possible. In the third chapter, there are far fewer scenes with Stukov.
