I have a question about Maki's quest. I'm stuck because I've already finished with the first two prisoners, but how can I start with the third? It won't let me continue the quest. How can I proceed, or what do I need to do?

It's WIP for that part Maki's quest has something to do with all the 3 fragments it'll be continued after all the fragments are collected
