There is a limit. The max health of the tires slowly degrades with each repair until you have no choice but to eventually buy a new one. I don't know how many repairs it can take exactly before that point, or if repairing it on higher/lower durability makes a difference, but you indeed can't indefinitely repair the same tire over and over.
