I purchased this game today as a fan of both The Division and the LUMEN system, and to say I'm disappointed is an understatement. The PDF is listed as an MVP, but to call this minimum product, "viable," feels overly generous, especially considering this game continues to exist in this state nearly 4 years after it was last publicly updated.
Disregarding the disorienting AI art, the PDF also just stops, like an unfinished Google doc, without any proper closing.
While most stats have some explanation, the Weapons section in the rulebook reads, "asda." How do weapons work if they're not included in the rulebook?
There's no information on how Assets are regained. Agent creation mentions Skils and Talents, but both are absent. Enemies have, "modifiers," as special abilities, but no context is given on their creation, use, or whether agents get them.
Lastly, there is only a single example enemy and no loot tables or example loot to even begin to decipher how to reward players.
On the positive side, the agent creation system is simple and concise, and the basic resolution system is simple, extremely effective, and great for narrative flow. The cover system compliments things nicely and stays true to The Division as the inspiration, and the Complication system and mission reward guidelines are well-balanced and fair.
I see a *lot* of potential in this game, but until this MVP is turned into something legitimately viable through continued development, I wouldn't recommend it to anyone based on the guesswork and homebrewing needed to run it.
