What is your main quest stage? Gibson's lab is located inside the storage, but maybe in your case it means something else.
Right now it's at Stage 73.
Gibson's laboratory is located inside the storage. Specify where you are being sent on the story quest (why exactly do you need the Gibson room), I'll check if something is broken.
I forgot exactly why, but I think it's so that Rhonda can experiment on the player character a bit more.
