Apparently, Scratch's random number block was stupid enough to make higher numbers have a smaller chance of spawning.

So what I mean is, if it picks a random number from 1-10, it's more likely to get a number from 1-5.

is that why there's no 9? (at least in my first playthrough)

Yes. It's actually pretty common to not see a 9 in a run.
