stay on the platforms, try to be above him. if he strikes upwards, hop down and shoot him a few times and then go back up. if he goes to the other side, go to the other platform. for the flame attack that goes across the screen, it only triggers when he's on the opposite platform, so just jump and dash across before the flame attack hits you and you'll avoid all damage.
