Also, using the Elemental Discs, can a Pokemon learn any move of that type? Or is it limited to the moves he is allowed to learn?
For the milk, take a Miltank to the farmer in Marble City.
Not all the moves are available; there are some limitations on very powerful moves, but the Pokémon does not need to be able to learn it.
