iver tried Chrome, unity webGL player, edge and opera

Go to chrome -> 3 dots,->system-> enable Hardware acceleration when available
then relaunch and try again

these are my settings on chrome in system

System

Continue running background apps when Google Chrome is closed

Use graphics acceleration when available

Show system notifications about Chrome features and tips

Open your computer's proxy settings

the top 3 are enabled and the bottom take me to my pc setting

You can try:
type in adress bar chrome://flags/
search webgl

enable the top 2
restart, check again

but the only way i can run it through chrome is opening the index file through chrome?

You can't run it locally, run it via the embedding on the website.

Clear Cache / Try Incognito Mode

Corrupted cache can interfere.
Test in Incognito/Private mode (disables most extensions).
If it works there, a browser extension (e.g., ad blocker, privacy tool) may be blocking WebGL.
