You need an item to attract it, you must have a quest that starts in Olivine City and ends in Lavender Town.
I found it thanks,i love your Game a lot,i started just a couple Days ago,but i am sucking the Soul out of it,i have already 43hours and i am playing it for maybe 5Days :P I hope i can get a full Shiny Dex and Beat the Game :D
