The book for the Cobra is in a pool of quest items that have randomized places each playthrough. It could be a Winner's quest reward, found at the Dorstore, won at the Secret Stadium, or gotten after the Pirate Alligator's scene on the ship
I also would have to question of how again do I get the ability to use multiple magic? It only lets me use magic once and I forgot how to be able to use magic multiple times.
