It can be a little tricky, and does require a new playthrough or loading of an older save if you've already missed it.First, you MUST say no to Blair when she first offers something. Later on, you'll be given the choice to pursue a relationship with her, say YES. This forces you into the Official with Blair mini-arc, culminating in the Official with Blair scene.
