Upgrades activate like any other card at the end of the round. Also may I know what platform/version are you playing? you should be able to pick the card just by clicking on it, it may be a bug

I don't believe I have been able to buy any upgrade cards from the shop. I get a window with three face-down cards and a Close button. I cannot do anything with the face-down cards.
I also have to hit the spacebar to select anything in the windows version. And I think I understand what the window is that pops up when I buy an upgrade card, but the window does not allow you to select any of the three slots. It only accepts the "Cancel" button.
