I replayed the game and everything is fine.
I took the first mission from Bart, talked to Milhouse, then talked to Shauna, agreed with her for 50 dollars, then I talked to Homer, agreed with him to meet at the bar, met, after which I started talking to Homer again and in the menu it was suggested to borrow 50 dollars from Homer.
