So my initial plan was to finish whole chapters before new ones, and it still is. Chapter 2 and 3 are a special case because I've spent so long on the former that I felt the latter needed to be pushed out at some point, even if Chapter 2 isn't entirely fleshed out; it's completable in a variety of different scenarios at this point, so I felt it was viable to include Chapter 3 as many players would be able to progress to it even with an unfinished chapter before it.
