Did I do smth? I came back to my save after some time and the fair isn't showing up. I checked the objectives list and it shows a negative amount of days to check out the fair. 
It is most likely that you checked the flyer in the department store (where the fair timer begins), forgot about it and proceeded to do something else. No other choice than restart.
Please note that there is a warning to save when you check the flyer.
Ahh, well damn. That's cool anyways, I did everything I needed with this save anyways, thanks for the response!
