I think I reached chapter 4 and it tells me to wait for something to happen, but I have to wait. I think I got a message from the developer saying that since I reached the end, if I had enough money I could go to Notos to spend it, but in missions it still says "wait for something to happen," but I wait and wait and wait, and nothing happens.

Yeah then you likely reached the end of the content you can see if you got the end of content message.

Because, I don't see anything happening, but I can't advance in the story.

If you got the end of content message, you're likely all caught up. If you're playing v0.14.2 it should have told you to go to sleep and then you would have gotten the end of content pop up.

As I said, in the mission section of the game, it tells me "I have to wait for something to happen" instead of "that's all for this update" or something similar.

If you have completed everything in v0.14.2, this is what it will say. You might be playing an older build.
