If they're being used to help make new worlds and are properly packed/buried in the resource files it sounds fine! If they're simply being repackaged as some kind of asset pack then no, that would fall under simply redistributing them.

I'm not quite sure if we understood each other right.
I'm basically planning to use your textures to make some wall and floor coverings and also to make some extra texture options for objects. They are basically inside little package files you put into your Sims "Download"-folder and then use in your game to decorate things. They don't work outside of the game.
If I understand right that such mods wouldn't be asset packs in your eyes. I just want to be sure. I don't want to get into trouble for breaking your license.
