If you are in the process of completing Nikki's quest and are currently in contact with Caesar, then you cannot leave this location until this part of the quest is completed.
Flip - it was such a long time ago that I can't remember exactly. I'll try and go back but I've pretty much maxed the game out till Main Quest 67. What was Quest 66?
