You can get white too from doing Dr. Eliza's research labelled experiments.
During these experiments you will be placed in the mental ward of the medical floor this will be your home for several in game days.
The experiments are random and you can only do one per day. The experiment your are looking to find white goo requires you to do the blindness causing drug experiment. This will also introduce something called ghosthands. You want to have an encounter with these in your cell after the encounter you will have white goo.
The best and more or less fastest way to get the ghost hands encounter in your cell is going through the experiments an not letting Dr. Eliza let you out of the experiment. Why because the ghosthands encounter has a higher chance of popping up when you're not behaving.
