i have tyed that already and its still not leting me load past 100%
That sounds like a Mod Conflict to me. Have you tried Loading the Map with zero Mods?
i have tyed with no mods aswell
Cleared your Cache Folders?

Be sure to delete the old file not overwrite. Probably does nothing but it's what I did.
