As far as i remember you just need story progression for it. Then you can build it via the 3d printer. (I think it was a sometimes after Maya joined Yukaris base)
do you have a picture of what the sybian machine looks like so i can find it and check if i learned the 3d printer recipe for it because i talked with girls about it and game tells me finish set in up but i can't find it in my inventory or the 3d printer and Maya did join Yukaris base already.
