Hello! I checked your device and it meets the system requirements. There are several possible causes for the malfunction:
1) The game is running on an outdated version of Android. The game may not have permission to write to storage memory or access the Internet. In this case, try granting permission for these functions.
2) The problem may be related to analytics. Try disabling it and repeating the character creation process. (Without analytics Internet not require)
