That confused me at first too, see, when you interact with the valve, it's labeled which valve corresponds to the paper on the wall. For example: The 3rd one labeled on the paper is for the basement, and by interacting with the valves, upon seeing Valve 3, turning it will turn the water off and you should be able to proceed that way.
