Are you using 7zip ? Are you on window ? Are you sure you clik on extract all files ? ( I don't think your stupid and all that , it's just to be sure lol )
I searched that file name inside of the game directory. it is nonexistant. try installing dependencies such as visual c++, dotnet framework and directX. I'm sure you can find an offline installer pack somewhere, or you can take this link here I stole from a torrent.
