Due to life circumstances, I joined this jam at the start but haven't been able to begin yet. Would it still be okay to begin and submit something if I'm starting this late in the time span?

Yes, that’s a-okay! The jam is not competitive and we don’t expect people to work the entire time. Some people only jam for a weekend, others work slowly the whole 2 months. If you need a little extra time at the end of the jam, just let us know :)
