nope, the rules state as such:

"All game engines are allowed!"

Just note though from my experience alot of people do prefer to play on browser then downloading, so if you want more people playing during the jam i suggest as long as the engine has HTML5 Support or any kind of web build (like WEBGL) but otherwise no worries :D
