I am having the same issue, as far as I can tell it has nothing to do with you sending it through the mail or making the game more difficult since if you try and send it off to do reports without a floppy in your hand there will be a tool tip telling you that you need a floppy and I made my kerfur. My only guess if it isn't a glitch is maybe it needs a brand new fully working floppy since floppy degrade over use. But I did try giving it an unused one from the main desk and it had enough space for all reports so.... Yeah prolly just broken for the time being sadly.
