is there a way to consistently get quick morph that doesn't require milk?

Debug. There is a button in debug to advance *transforming.

Debug can be activated in the main menu options menu.

*You will need to move to the next block/room for the effects to happen/take effect.

Edit/continuation: can also just give yourself more quick morph pills. If you need the pills themselves.

well I could have thought of that

Oh yeah forgot about the medical area stash. Once per day it can be used to get random drugs.

I know about that stash but it doesn't always give quickshift

These are sadly the only options.
