That's frustrating! Some laptops have both integrated and dedicated GPUs, and sometimes the game might be trying to use the integrated GPU which may not support DX12 properly. You could try forcing the game to use your dedicated GPU through your graphics card control panel (NVIDIA Control Panel or AMD Radeon Settings).
