Unfortunatly, more targets require more graphical assets (which are displayed when you check the captives in the slave cells) that I can't really afford.
I see, but shouldn't give you choice to kidnapping people already exist in city or even guard. If you wearing bandit outfit, I mean you can give outfit soecial abilities of interaction which other outfit can't. Since just criminal would be boring.
