It's not. It's doing the same thing for me, rake is fine but the tedders are both missing tines. Launched it in base game with just the tedder and neither one shows up.
Let me reupload and try it, I may have posted the wrong download. Redownload and overwrite the file, If it still does not work I will look into it in the morning.
