Quest should've progressed after you used the book but seems like you already did it? Maybe you did it out of order, before watering the plant, I didn't safeguard that option^^" Otherwise it looks like a new bug that I didn't see before haha
I apologize for the inconvenience, I'll look into the issue and fix it/make harder to break
