Hey man!
The DirectX Wrapper suggested here is broken; you need to use the one from Lucas C's post: https://lucasc.me/post/area-51-2005-windows-10-11-patches-guide
Go to section 3, DirectX 9 Wrappers, download the zip, and unzip it into the game folder. I fix the same problem this way.
