Um... I'm not quite sure what you might be confused about ? I assume you've read the install instructions (since you need to download this on a Windows computer to play it), but is it not opening at all? Also, be sure to install the RTP version if you've never played a RPG Maker VX Ace game before !! (If you don't know if you have, just install the RTP version anyway)
