The city building concept definitely is there, and I can see something improved coming out of this.
That said, here's some suggestions:
- Basic instructions about the game and controls for the game is a must. It took me too long to understand what is what
- Show the player whatever is selected and where is it going to get placed with the mouse
- Any sort of audio cue is very welcome in general, and it also helps with the understanding about what you are selecting/clicking
- Try adding an objective! It helps locking the player into trying to achieve that goal, and also helps you into developing some sort of game loop!
