Hi, here are some steps you can try to fix the issue:

Go to the properties of hl.exe and uncheck "Run this program as an administrator".
Try re-extracting the files using WinRAR or 7-Zip.
Make sure you are running "C-VALORANT 1.6.bat" instead of hl.exe or anything else, just in case.
