I use RPGMAKER MV! Voice acting is totally possible; however, it might be a little tricky if you're trying to line it up with the text since it'll depend on how fast the dialogue vs the voice lines are. I reccomend looking at references and tuts for all of these! They helped me a lot in creating a game on RPG Maker's platform.
