So far, what i've found to be the best way to grind is the Chansey man over in Insela City. You also want to grab the Togepi with the lucky egg over on the route 2 checkpoint (It should be the ranger with the green hat) on the left of Insela. Once you have that just spam Chansey Man, six to seven of those should get you up a level once you've gone past lvl 27.
