So, I tried a new save with only Precision Farming and still couldn't kill weeds with herbicide.

ChatGPT says the map is explicitly overriding the game’s spray type list with its own file, and that file only defines COMPOST and ANHYDROUS—there’s no HERBICIDE entry at all.

Is that possibly it?

you can add herbicide to try. but in fs25 the game engine actually reads them alongside the base-game files. If chat-GPT was right, then also normal manure, slurry and fertilizer shouldn't work...

That's what I thought too, and your map looks be set up the same as the base Judith Plains map and the spraying works just fine there...

Is it normal for the weeds to disappear by me running them over with the tractor tires?

Figured this out. Can only not kill weeds when they grow on mulched stubble. Otherwise, can spray them just fine.
