Why do you think the characters don't have voices?
Probly, coz sound library cost money, and with custom made scenes, it is not easy to find and match proper sounds. Also it depends if a dev want voiced game, have a vision how he want it, etc.
Ofc, there is always an option, where dev is dubbing by himself, with his manly voice, but i guess, we don't want it? :D
