For your Problem:
Its not a Math Problem. Launching Advertisings dont add to Clients/Seconds. It gives you Clients per Action. To be detailed, when the Progress is 100 % in Advertising, you get 10 Clients for that Action. So its not seen in Clients/per Second.
Reason:
You get 0.2 Clients/Second by tidy up the office. This is kind of passive Income.
The Actions you perform are active Income. So in example if your company is closed and nobody is there to work, the Action cant be done.

With Upgrades like the scanner, you boost your productivity wich adds passive income / Clients per Second to write offers. This is shown in Clients/Second if the task is active.
