go to Starcon 3 times then use the phone in certain locations. Only place I've found was the mall.

There are mall, nightclub and downtown street, that all locations i found we can call ann

Yeah found it out, but mall and street aint workin for me. Theres one in the Hospital Patient room and one in the Park restrooms

Also restroom at the park. You need to buy the key first from the comic store.
