I think I figured it out after downloading the rar one.

FURINA TIME is a whole separate game that uses your Pizza Tower saves. This allows you to play the Genshin Tower mod WITHOUT modding the base game itself, so you can keep a clean copy of Pizza Tower.

The .zip is what I believe to be the deltapatcher files to actually mod Pizza Tower with.

furina time is pre-patch, and the other is not (x.deltran is also found in game banana, as the port of the full game is prohibited there)
